The income gap within the country widened during the 1960s, creating social tensions. The Cuban government also suppressed the military efforts of the Afro-Cuban leaders Pedro Ivonet and Evaristo Estenoz to reverse that political decision which ended in tragedy in 1912. Why people choose to self-define as Mixed while others do not (or, perhaps, feel they can not) needs to be examined. By then the shortcomings of the 1944 constitution were evident, at least to the Jamaican politicians on the front line: they had ostensible responsibility over the departments of governments in their 'portfolios,' but no executive authority.
